Macy's has some cute shirts and lots of sales.
Wet seal has nice jeans for 20.50$ right now
Aeropostale has some nice jeans and sweaters for about 20$
JcPenny's has jeans for like 30$
Deb has come nice long sleeves along with Old Navy. If you have the time Old Navy has jeans that last a while but people have probably already picked a lot of the sizes out.
American Eagle is a bit more expensive however quite affordable. Other places I reccomend include Mashall's and TjMaxx...if you want a lot of brand name clothes for less you can try Plato's Closet...it's a consignment shop, a few nice stuff

Forever 21 has some of THE MOST fashionable clothes for the cheapest pirce. It's a great store filled with possiblities. Aeropostale and American Eagle also has some cute stuff but their prices have risen over the past few years.

I like walmart and you can usually go to a thrift store and pick up some cute stuff. If you have a Steve and Barry's near you everything there is under like 7 bucks and it's cute. Also someone told me about a site called 15dollarstore.com where all the clothes are 15 bucks.

It probably depends on what style of clothes you need--but I love the Gap. Their prices aren't too high (okay, sometimes they are, but that's why their sales are so nice) and their selection is pretty nice.
I struggle with finding things appropriate for my age and size (24 years old, size 4). The Gap carries things that are nice and appropriate for work and going out!

Wal*Mart. They have amazing clothes at reall low prices and the mmost of the time that stuff goes on sale and its even lower. Its a one stop shop.

Wet seal has really cheap prices. A&F and Hollister are both really expensive so don't go there. Thrift stores and Target are cheap as well.
