Free State means that is found as JUST the element. For instance, you can find elemental hydrogen (just H) in volcanoes, the sun, etc.

You cannot - ever - find elemental chlorine (just Cl) in its free state. It is always with another "partner" (e.g. Cl2 or NaCl).

God did not design us specifically he just created a universe where 'things could happen'. Where experiences could occur. No experience is more valid than any other we just make subjective judgments about what is 'good' and what is 'bad', but the important thing is that we have maximum potential to create experience. An artificial world where only 'nice' things happen (according to either Gods definition if he has such a thing, or even yours) would not be a very good expression of infinity. Free will to do anything including restrict the free will of others is part of free will. Yes the people who have been killed early have not been able to express their free will fully, nobody can express their free will fully all the time, I cannot follow my free will to be a millionaire. What matters is that it exists *in potential*. Specifically designing some creatures that only want to do 'nice things' would not be creating complete freedom. Humanity has the capability to do ANYTHING it chooses, not a pre-defined subsection, would you want it any other way?

The free state refers to an element. Something not in the free state would be a compound.

Free state: He, H2, O2, O3, Fe, Hg,
Not free state NaCl, H2O, FeCl3

a free state is either when it is just alone like H hydrogen with no other compounds or Gases because the move around freely
