There are many types of photocells. Basically it senses light and gives off an small electric charge using that light. In an oil heater it senses light and sends a signal to the primary control to keep the heater running due to the presence of fire.

Its a solar panel , basically,,,,it replaces a timer,,,,when its dark ,,they activate
