Because it is a transition time for Freshmen -- they have lived under their parent(s)' home and rules all their life until this point in time, and they will need some structure to help them understand that now they are definitely transitioning into the adult world and have to learn how to be independent and responsible adults.
Most teens at this point do not Understand the FULL implication of being Adults (and their RESPONSIBILITIES), and this is why the Freshmen have priority for College Housing.
