Not sure if you're talking about softness or shine so I'll address both.
The work has to happen at night if you want soft, smooth lips.
Yes, you can exfoliate using a toothbrush or a little bit of face scrub on your lips, but I usually only do this if I'm prepping for a big event. Otherwise, it's overkill.
Before bed apply a very thick coat of lip balm or moisturizer that works FOR YOU. Some people swear by Kiehls. People here seem to like Carmex. I haven't had good luck with either. I like AQUAPHOR. It's usually used to relieve serious burns or chapping on skin, but I just use it on my lips. It comes in tubes and pots and is usually stacked near the Cetaphil in drugstores.
IMPORTANT: Using chapstick or lip balm too often can actually dry your lips out because your lips stop producing their own natural oils. So, just apply this stuff when you really need it. Also, try not to lick your lips. Instead, when they're dry, just try pressing them together.
Color: Use a lip stain like the ones made by Tart or Benetint. These last and they dry without changing the texture of your lips. Sort of like you were eating berries.
Shine: If you want shine without gooey-texture, you have two options
1. Only apply gloss to the outer edges of your lips, almost like a liner. Apply to the tops of the bow (the bend in the top of the lips) and the middle of the bottom lip-- again, just on the edges. You don't want it to look like a line, just a little glint, so don't be too heavy or too precise. They used this technique on Kim Basinger in the first Batman movie.
2. If that's still too gooey, you can do the same thing-- but go even easier-- but with an iridescent white powder or creme shadow. Again, you're playing with the effect of light here, so think of it as something that should only show in certain conditions. You're creating the illusion of a pout so don't get goofy.

I know that my boyfriend personally hates when I wear anything on my lips. What guy wants to end up wearing fruity-tuty lip balm? chances are he won't find them kissable if there is stuff on them...but make sure to keep them healthy when he is not around by wearing lip mosturizers with UV protection. Then when the time comes your lips will be soft, which really is the only thing that matters in the kiss right?
You can find lots of this stuff, in different shapes, sizes, containers and flavours at your local drugstore (even wal-mart)

Well, if you want a kissable pout I recommend exfoliating with a soft toothbrush and vaseline. You just brush your lips softly and then rinse away the excess. This is the first step. After you do this apply a nice lip balm, if you like tube balms I recommend blistex silkn'shine, or softlips. They are nice and protective, but they don't have that sticky or greasy feel. I exfoliate my lips every other day, and use lip balm every single day.

Well, wet your toothbrush and brush your lips. If you have an electric toothbrush, then turn on the toothbrush and brush. If gives a better look.
You can try lipstick. To me, lipstick is really bold and gives the lips a huge standout. That's why I don't wear lipstick, unless it's really a light color. But in those ads for lipstick on magazines, they look really fantastic. Or try chapstick and a VERY little water onto your lips.

Absolutely nothing unless your lips are chaped then chapstick. I think lips are the most sexy part of the face next to the eyes. My wife has pouty lips, don't know that is one of the reasons I married her but she is a major turn on with them. I think she puts carmax on them after we kiss good night. Then a light color of lip gloss in the day.

do you want your lips to look full? if you want that, put on some lipstick, i like my lips to look natural so i get a very light of fair color. then put a tiny bit of lip gloss in the center of your bottom lip, not too much to make it gooey, just shiny, that will really make your lips look a lot fuller!

Men really don't like juicy. Have you ever kissed anyone wearing lipgloss or lipstick? It's gross!

Exfoliate them with a clean toothbrush and then put petroleum jelly on them. Or use Chaptstick. A good yummy gloss you can make is honey cinnamon treat. 3 teaspoons of petroleum jelly, one teaspoon of honey and a dash of cinnamon. p.s. a good line of lipsglosses is dessert by jessica simpson. you have to try carmex.... its yellow and red tube for like less than a dollar but your lips will be so soft its not even funny. they sell it pretty much anywhere... like at wal mart by the cough medicine and chap stick stuff
