The nucleus' charge comes from the protons, and the number of protons tell you what atom it is. So the charge of the nucleus in O-17 is the same as that of the common O-16 -- +8.

The atomic number of oxygen is always 8.There are three isotopes of Oxygen having mass numbers of 16,17 & 18.The no. of protons=electrons in an Oxygen atom=8.The charge carried by protons is considered as the unit of positive charge .Nucleus comprises of neutrons(neutral charged)& protons(+ve charged).Therefore the charge in the nucleus of an oxygen atom is 8*1.602*10^-19 Coloumb in SI system.

What particles in a nucleus are charged? Protons, each have a +1 charge. Since all atoms of oxygen, regardless of isotope have 8 protons in the nucleus, I think you can figure the charge correctly.
