If you want a serious answer it is www.europa.eu.int which is the official EU website - I've used it myself to look for information about audio - visual policy in the digital age - rivetting I know but had to write an essay on it for my Media degree. I warn you its heavy going - EU directives are not the easiest documents to synthasize - good luck though.
Actually after re-reading your question and seeing that you want to do things the easy way!! I can suggest JILT - journal of information law and technology (can be obtained online) - lots of articles about media and cultural policy (they are all handled by DGIV - Culture, Media, Sport)

EU cultural policy is to be diverse - to encourage the different members to protect their identities, their language, customs and at the same time have a common agricultural, political, health, social security, police, defence and human rights policies. So in France, the people will have the same rights as the British people. The French police will use the same rule book as the British police, taxation will be standard. The differences will be in France they will speak French and in England we will speak English. All the States will join to form a unified armed force with a common language English - but with the choice of speaking all the languages of the community. We will all have the same rights, the same level of health care, and an equal chance of winning the European Lottery.

The eu cultural policy? I didn't know the committee had one.
I thought it was just to absorb every member country into a bland soup, waving their awful imperial flag, singing their tuneless anthem, spending their mickey mouse monopoly money, imposing their daft irrelavent laws an making sure criminals are given more 'human rights' than victims with leave to appeal every 'injustice' in the eu court (won't be long that they're contesting the breach of their rights when they just get caught), subsidising the richest continental farmers for their over priced under produced goods, wallowing in corruption and riding the gravy train for failed politicians given the unfairest crack of the whip (Mandelson springs to mind, Kinnock too), whilst dreaming of a sweeping empire, raising extortionate taxes and possessing a sprawling army to rival the USofA.
Give me British sovereignty, the pound, a roast beef and yorkshire pudding Sunday dinner, with a side order of BSE every time.
