You need at least a boot disk. If hard drive is new you'll need to install an OS,,:-)=

Here's a couple of possible answers:

1) No Operating System is installed on the hard drive. (ie: Windows)

2) A floppy disk is in the drive that isn't bootable.

3) The hard drive isn't attached to the motherboard or powered.

4) The BIOS is not set to check the hard drive for an OS during booting.

You will need to install a operating system such as Linux/Unix, Windows, Simply Mepis is a good free one that fits on a cd and you can boot it up directly from there.
