She has to pass the North Carolina Bar exam, every state has is own exam, once you pass it you are certified to practice law in that state. The person from the other country could find a class that specializes in preparing people to pass the bar exam

I don't really know for sure, but it seems that if you can pass the bar examination, then you could be one. There might be some regulations about taking the exam, but you could call and find out. Whoever gives this examination, could tell you. Each state my have it's own rules and you might have to go back to law school and learn the laws of this country. Good luck.
