Why is 3Web so cheap and much faster than other ISPs such as bell high speed???

How do they manage this without bankruptcy???? 3Web's cable internet is $28 per month compared with $50 for other ISPs, this is a HUGE difference!! How do they do it???

probably outsourcing...which is sending workers to countries that pay lower cost to employees which means they save money and can charge less for products
