you can not format c:drive within windows
if xp you can boot to cd and then format
if win 95 through to win 2000 you need to ether use the disk from windows to reinstall then format or boot to a floppy drive then format plus install

Insert your Windows CD into your CD drive
Reboot the PC so it boots off the Cd
Should automatically start the Windows setup
Let it run until you get past where you have to enter F8 to agree
It will then offer to format you hard drive - let it
If you want to reinstall Windows let the set up continue
If not, once the formating is done, turn off the PC

You must first create a partition with a program like FDISK and then format.
The other option is that the MBR sectors of your disk is damaged

There may be bad sectors in ur hard drive or may be a problem of FAT32 / NTFS. If not possible contact hardware engin.
