what is the voltage difference on dual core processors?

Question

a intel 820 D on a GA 8i865GME-775 board.
Problem is it shows one core at 2.5 while the other is at 1.5 and I'm curious if this indicates if one core is taking all the load. Realizing that the processes have to call the multi thread function, but I was hoping this is just normal range.

Intel? AMD? Which are you refering to and also, which model, each are different?
