Well, you could explain your predicament to a friend and have them bring you money.
If that is not possible, just tell the restaurant manager. I've been a server for 15 years, and this does happen. It's not a big deal to the restaurant. They will usually take your contact information and expect you to indicate a time you can come back and pay. Honor that, and all's well.
DON'T dine and dash...not only is it an immature and selfish thing to do, but in some states they will call the police and it will be considered theft. We restaurant people know most of the tricks that people use to make us "think" they payed!

If I was dining with someone else, I would ask them if they could pay at the restaurant. As soon as I was able to pay them back, I would do so.
If that isn't an option, I would explain to the restaurant manager what my problem is, and I would ask how they would like me to cover the check. If you have a wallet and no card, it could be that someone has stolen your card.
I would make every effort to pay the bill on site, by making a phone call to my bank, etc. But if that didn't work, I would give the restaurant something of mine to hold until I brought them the money -- for instance, some people will hold on to your driver's license, until you come back with the money.

This has happened to me before, luckily I was a regular at the restaurant and just told the situation to the owner and she actually told me not to worry about it but I went home anyway and brought the money. She was very surprised and very appreciative. You will have a better conscience if you are honest and explain the situation. They will never forget it!

Hi,
This happen to me and my Fiancee' last year.I thought he brought his wallet and he accidental forgot it.I didn't bring my purse so,we ate our dinner, and the check came.My fiancee' reached in his back pocket and couldn't find his wallet. He ran out to our car,and looked everywhere and couldn't find his wallet. We told the waiter, and he agreed to pay our tab(a real nice and trusting man),and we drove home, called him back at the restaurant and paid
him with a credit card. We gave him a 30% tip because,he made a embarrassing situation very forgiving. We learned from that experience, to check for his wallet, and my purse before going out the front door. That waiter could have been real nasty, but he was a gentleman.I sent him him a thank-you card with a gift certificate just to let him know, we appreciated what he had did for us.Thanks for reminding me of that memory! Good Question!

You should immediately ask to speak to the waiter away from the table. Explain that you have forgotten your wallet but will pay the bill. You will not be the first person who has done that. If you are honest and sincere, they will help you solve the problem. Be overly helpful in offering to do whatever they want to assure payment. You might be surprised at how they react.

That's a tough one.
I would call someone to come bail you out and pay for the meal.
Or you could flirt with people and start a collection at the bar or something.

Explain to the manager what has happened, write down all your information according to the license you show him and promise to pay, all you need to do is run home/to the bank.
