Your filter is obviousley chipping off. I used to work on hot tubs. Get a new filter. Your filter has what we called 'filtration mitoseosis.' It is easily fixed by taking out the old filter.

The pipes should be PVC. Do not use metal pipes or fittings. Replace them if necessary. There should be a filter system for the return water and the filters should be cleaned, monitored and replaced often.

Tap water is often loaded with minerals. As the water evaporates the mineral concentrations increase which encourages them to deposit. The minerals may collect on metal pipes faster than plastic. The black deposits may be due to a build up of organics in the water or corrosion of pipes.

Is it a good idea to contact a local Spa vendor. They can advise better, because they know the local water supply. Ask them if the unit was installed correctly. They can tell you about automatic chemical controls or manual methods to add chemicals to prevent the deposits.

I would use vinegar (acid) to break up the deposits. Vinegar is OK to use on plastic only. Metal pipes may corrode with any type of acid treatment.

Change the water so minerals don't build up. Water softeners (equipment) removes the minerals. The spa vendor is best to ask for advice.

This happened to me before and I tried everything to get the flakes out. I later realized that the flakes were coming from the jacuzzi's cover. The entire inside of the cover had started to peel and fall into the water from the heat of the jacuzzi. Make sure the cover is okay before you spend too much money trying to clean the pipes. Those covers aren't made to last.
