well there are a number of factors that could influence the outcome...
Such factors could be from the size of the tootsie pop and the size of the lickers tongue...to the temperature at which the tootsie pop is licked (coz a slightly warmed tootsie pop will require less licks as a harder one...)
But id say at a random guess....no more than 150 licks

your tounge gets raw before you ever find out. ive done it.
and by the end youre only licking the pop with like 1/20 of the saliva that you were on your first lick. so that should count for something. it took me approximately 1026 but it wasnt an accurate test.
the real answer? the world may never know.
