In terms of value... humans can not survive without water. If we are all dead, value has no meaning... so water is by far the most precious. Our biological system need it to function, as do other life form we depend on like animals and plants...and we can use it to create energy. All other things we consider to be important (ie. sunlight), we could do without if we have water and a little technology.
Oddly enough, we as a society don't place very much value on water at this point since it is still very very plentiful. Even seawater can be converted to freshwater, and it covers most of the planet's surface. If there is ever a water crisis where we see the seas dry up in the face of a repidly increasing human population... wars will be fought over water, not oil.

Water
Water has been, and continues to be, the most precious substance on earth. As we move into the second quarter of the twenty-first century, we must continue to ensure that we are ever more vigilant in ensuring that we use it carefully. There are still many of the world’s 8 billion citizens who do not have access to it on a regular basis. Without it, the Earth would be as dead as the moon: it is up to us to ensure that water, the stuff of life, is able to give life to all people.
Water makes up nearly three-fourths of the Earth's surface and is the most abundant substance on the face of the Earth. Yet as common as it is, water is also the most precious substance on our planet. Contradiction? Not when you think about how much of the Earth's water is really available for humans:
Scientists estimate that less than 1% of water is available for human use. The oceans are made up of more than 97% of the water on earth, while glaciers lock up another 2% of the earth's water. Of the 1% available for human use, half lies a half-mile below the surface of the earth, out of the reach of man. The remaining water supply is in rivers, lakes and groundwater.

Neither. People use oil, and nutella tastes pretty good. But I wouldn't consider them "precious." Since oxygen is not a substance, I would have to say water. To me, at least, water is precious.

As precious as nutella is, it's not even the most precious food spread. There is another spread of such rare quality and delicious goodness that it inspires the hearts of millions. I speak, of course, of Vegemite.
Yes, there can be no doubt, Vegemite is the most precious substance on this planet of ours.

I'd say platinum (Pd) is currently the most expensive. You'd see that if you go to a jewellery store, and also at http://finance.yahoo.com/futures?t=metals .
Between oil and nutella, I'd say oil (the fossil fuel) is more precious. It's a non-renewable energy source, while nutella can be made from freshly grown hazelnut trees (+ other ingredients). Between plant oil and nutella, I'd say nutella is more precious. It's more expensive, and takes more effort/steps/etc to make.

ofcourse it is water.....
We now use a worrying 70% more water individually than we did 40 years ago. By being more considerate we can all make a difference and remember, more plants die from over-watering than from under-watering!
Water is the "universal solvent". It dissolves more substances than any other liquid. As the years pass water is becoming more and more scarce and yet it is in demand more than ever. By the year 2025 it is estimated that over 1/3 of the worlds freshwater will be gone...
