If you put all the files you would otherwise use on an external website on your computer, they will be accessible and perform just as if you had them on the web.
I have about 5 different websites on the web, and have all the matching files on my computer. That way I have not only a backup of all my websites, but can test different things on my computer before uploading stuff to the specific websites.

You could base your site off of another larger site, such as Geocities or Piczo.Those sites allow you to totally customize multiple pages as you wish. I prefer Geocities, personally. Your web URL would be www.(whichever you choose).com/(your username)

Check with your ISP, you might find you already have webspace you are paying for, if they do, they will most likely have tools and instructions on setting up a site.
