If you're looking for a chemical to add to the tank, I'm partial to Accu-Clear by Aquarium Pharmaceuticals. Ideally, you shouldn't really have to ever use a clarifier (I needed mine with my first tank because I was stupid and simply didn't know what I was getting into). Though what everyone else has suggested are all awesome ideas, too.

Now if you're asking about a conditioner, that's a whole 'nother story. You'll want a conditioner that removes both chlorine and chloramines (that is a must). Certain conditoners also do other things. I, personally, use Aquarium Pharmaceutical's Tap Water Conditioner (removes chlorine, chloramine, heavy metals) and Seachems Neutral Regulator (maintains neutral pH; softens water; removes chlorine, chloramine, and ammonia) in all of my tanks.

I think reverse osmosis is the best. Clears out most everything from antibioitics to chlorine and lead. I like the way the water tastes. Only problem I found is that it is expensive for the equipment and it takes out minerals that we normally get from water. So I take kelp to try to put some back.

Water changes are the best way. If the water is cloudy it is because there is a chemical problem e.g. nitrites, nitrates, ammonia, ph, phosphates, etc...

Frequent small 10-15% water changes are the best way to clear the water. That and making sure you aren't overfeeding. Aeration from airstones is also helpful.

Try a protien skimmer. They remove small particles from the water, making it crystal clear.
