You mean in departments like the Dept of Defense, Dept of the Treasury, and so on?

The chief administrator of each department is ultimately responsible for setting budgets and strategies, and he or she basis his or her annual recommendations based on requests made by his or her immediate subordinates.

To learn who is in charge of each department, just google "Department of Defense," "Department of Education" and so on and so forth.
