There is a cutting tool made for that. The ones that I have seen have different types of edges on them and are on a ruler type board. You should be able to find them in the scrapbooking section of any crafts store, or even an office supply store usually carries them. Try a place like Hobby Lobby or Staples.

The machine you want is called a trimmer. There are quite a few makes. The ones we stock are Carl and Fiskars brands.
The Carl PRT100 is around £25 and is quite small and portable with a swing out ruler for 90 degree cuts but we have found that it doesn't cut quite square and it is better to position the card by eye rather than butt it up to the top. It comes with a straight blade and you can buy half a dozen different decorative edge blades such as Victorian, Colonial, Squiggle, and you can also buy a scoring blade and a perforating blade. They are easy to change just snap in and out.

The Carl DC212 is about £45 and has a wider base. It takes the same blades. This is also marketed as Rotatrim at a higher price but comes with a complete set of blades in a handy storage compartment fitted into the base of the trimmer and there is an extra cutting strip and a rotary hand tool in which the blades fit which is useful for cutting longer lengths like fabric for patchwork.

Fiskars Rotary Trimmer is about £55 and the blades are dearer than the Carl ones. I can't tell you which is best. I have customers with both and they all swear by them.

Lastly Fiskars do Border Punches in various patterns. They punch a short length and then you line up the card with the pattern printed on the base to do the next section. It's quite fiddly but very attractive. They cost about £10 each. Note like all decorative punches they are not designed to cut anything thicker than 100g/m2 paper. In practice everybody does use them on card but the border punches tend to break quite easily.

You should find these at good craft shops or on the net.

There are paper guillotines with interchangeable blades available from some of the bigger craft stores. Maybe searching e-bay as someone else suggested is a good idea

Have you tried pinking shears? I'd check a craft store. Surely they have tools for what you are trying to do.
