Learner's Permit is available at 16 in PA. After 50 hours of driving with an adult (signature of a parent or spouse), then you can apply for a Junior Operator's License (restricted license).
At age 17.5, you can apply for a full unrestricted license if you have a clear driving/conviction record, have taken a driver's ed course, and have been driving for over a year.

You must be 21 before you're allowed to enter NJ though, and you need to have a working knowledge of jughandles, traffic circles and know that the left lane is for NJ drivers only.
