usually - an unexcused absence is one where you havent called or havent showed, but in this case they are saying that if you call out sick, you better have a doctors note backing up the illness or it will be considered unexcused. Usually 3 of those in a year or 1 in your probationary period ( usually 90 days) will put you out of a job.
Now if you have jury duty or an immediate family member passes, then they are considered excused because they are not medically related. In the event of a fmaily member passing it is not unusual for your boss to ask for a copy of the funeral notice to verify that you actually attended the funeral and provide them with a copy of the summons for Jury duty. Check the employees handbook for the rule on these excuses.
It sounds like they have had very bad experiences with someone who abused their policy and now they have made it tough on everyone. A lot of companies are doing this because work ethic in the last few years has dropped dramtaically.

Basically they are saying that unless you can prove you are sick i.e having a doctors note, then you are faking it, even if you aren't. If you're employer insists on doctors notes everytime you're ill i wouldn't take too much unexcused absence because they will use that as an excuse to fire you.

Unexcused absences are usually the ones taken without discussing it with your employer or having it written down and being signed by a supervisor like calling in sick, not coming in because of a hangover, etc. Excused ones are emergency related, Dr's appointment, death in the family, etc.

It means that you have to provide a doctor's note to be excused.
With a certain number of unexcused absences, you can be legally fired.

sounds like I work there too.

Where I work no call no show is like you quit whether you meant to or not unless you can prove with a Doctors note there was no way you could have been there ( at work) A doctors note will explain or should explain why you couldn't have went to work.
