It probably wasn't a wart. You can't just cut it off with clippers, you would bleed and it would hurt a lot. You probably had a cyst and yes warts and cysts do grow back on the skin. You need a doctor to remove it so it doesn't come back ever again. Doing what you did, can cause infection. So don't ever do that again!
