When someone really important is giving a speech I've noticed these transparent slightly tented plate looking things near by the person speaking. Usually there are two of them, one on each side and they are slightly ahead and angled towards the person. What are they? I really don't know where to put this question either!

Its a teleprompter

There are two of them so that an allusion is created so that the speaker is speaking to people to the left and the right.

they are transparent so the speaker appears to be making eye contact with the audience

In actual fact they are screens but cannot be seen as such, as they appear transparent as a result of the angle. It works like a 'tele-prompt' and possibly one is for suggested answers to any questions put after the initial statement or speech. Sometimes they are also bullet-proof............

They are screens onto which the speech is projected. This allows the speaker to appear to be looking at the audience but is really reading the speech.
