To test electrically (out of circuit):Take an analogue ohm meter and put it across the leads ,if good the needle will jump to 0 ohms(peg) then drift down as the capacitor charges. if open nothing will happen,if shorted it will give a steady low ohm reading(they usually go open).

Well you can do a visual test. The capacitor should be symmetrical. If there is a part, like the bottom or top, that has bubbled out or just looks different from the other side, it could mean that the capacitor has exploded. You could always get an electrician in to look at it too. He or she would be able to tell you for sure.

If the blower wont run and it is humming give the blower a shove by hand. If the blower takes off and starts spinning then you know the capacitor is bad. The capacitor just stores energy to get the blower spinning.
