Assuming your cameras are sending composite video over coaxial cable, what you need is a Video Server, it can be a single channel and connected just to the video of 1 of the 4 cameras, this link is for a single channel looping server, http://www.supercircuits.com/index.asp?PageAction=VIEWPROD&ProdID=4437
so you could just run video through it, & into your quad, then connect it to your broadband internet connection, you do have broadband right, if not you will need to dial-up to it.
