I have a post office box and when a big package comes I get either the yellow card to pick the package up at the front desk or a key to get it out of a bigger box. Why?

there have been times when a small package that could have fit the p.o. box and place in the keyed box, and there it is sitting in this giantic box looking lonely.

Because the big package won't fit in your little mail box.
