cranes should fall backwards when not lifting anything because they have large counterbalances to counteract the forward force of lifting something. Why don't they?

cranes should fall backwards when not lifting anything because they have large counterbalances to counteract the forward force of lifting something. I could understand if the counterbalances moved towards the centre when not lifting, so as to reduce the backward force, but they do not. Why don't they fall backwards?
