all the quota system is messed up with politics. quotos are good for orginally backward and poor people. people now who are going to get gain from quots are not economically backward are poor. it should be based on areas from which they are comming. is it from village or cities. u cannot compare a SC coming from chennai and SC coming from vilage. It should be based on residence and economic conditions.
