yes u can what u need to do is simply few clicks as follows
open properties of icon whose icon picture u want to change then select custom tab then click on change icon select the 1 u want then click apply

For Windows XP:
1) Right click desktop, go to properties
2) Go to Desktop
3) click on customize desktop
4) choose what you want

Sure you can use personal picts it you have a digital camera or scanner to download them.
