If your talking about yahoo answers, it's the yahoo answers community at large that monitors it.
If you violate the community guidelines

a user from the community will report it, and a yahoo answers staff member will confirm the violation and remove the question or answer and delete it. If the user habitually violates the community guidelines they will ban the user.
Before you start screaming about censorship and first amendment rights, do some reading and UNDERSTAND what the first amendment is really about.
