Porfirio Diaz. For all the reasons Tesseract just named.

By the way, Dukalink 6000 and Decoy Duck should read a little more of Mexican history. Francisco Villa, AKA Pancho Villa, whose real name was Doroteo Arango, was just a vulgar criminal, not a hero. And he did not stood up to the united states, he lived and financed his pointless military campaign by selling to Hollywood producers re-enactments of his battles, he lived in a constant state of intoxication, constantly drinking tequila and smoking marijuana. When he had the opportunity of peacifing the country all that he could think of was to take his picture sittingo on the presidential chair, and go home, leaving Mexico at war with itself for another 9 years.

Diaz Built the foundations for a Developed Country, Villa and most of the politicians in charge today, have sistematically destroyed the oportunity for Mexicans to improve their way of life.

As I prefer a reasonably iluminated tyrant than a corrupt democrat, I'd have to say Porfirio Diaz. Benito Juarez and Santana were traitors instrumental in losing most of previously Mexican territory to the US. I know that Porfirio Diaz was also a cold blooded politician, but consider that under his rule, Mexico almost got modernized enough to have hopes of becoming more than a US puppet. railroads, harbors... edifications... Then again, it might still be Cuauhtemoc or Moctezuma, right?
