Towlie is the burnout doper genetically developed humanoid towel from "South Park". I know a "towlie" guy--his name is Frank, and he used to live a couple blocks from me.

I think it is spelled Towelie and he is a South Park character. I am a South Park fan and I remember this episode It was sooooooooo funny. He always said "you wanna get high?"
