the difference is very simple if you see them side by side
the power amp does just what it said it provides power to the speakers

and the other kind of amp that has inputs on it so you can plug in keyboards and other insterments or microphones and it has volumn bass mid and treble controls and reverb not the power amp

a power amp fits into non powered mixer sound system - meaning that the mixer that has all the insterments pulled in to it
only has enough power to power a set of head phones and line level tasks the power amp takes that signal and builds it up to run high powered speakers.

most of the times power amps are rated a lot higher the amps
