yes he would because even though his arms are gone he could still hold the gun with his feet and then he would be armed

he has no arm but has a gun.?? then, that gun has to be on his waist.now, that sounds similar to a policeman who carries a gun but always in its gun holster.since a policeman is considered an armed officer, therefore this handicap guy is unfortunately, also, is considered arm.

Yes he would be.
He has a gun which is a weapon although he cannot use it, someone else can or he can even use his legs which i dont know how.
The "Armed" in this case has nothing to do with hands.

armed as in occupation of a weapons, yes.
armed as in having two arms, no.
