he has no arm but has a gun.?? then, that gun has to be on his waist.now, that sounds similar to a policeman who carries a gun but always in its gun holster.since a policeman is considered an armed officer, therefore this handicap guy is unfortunately, also, is considered arm.

Yes he would be.
He has a gun which is a weapon although he cannot use it, someone else can or he can even use his legs which i dont know how.
The "Armed" in this case has nothing to do with hands.
