In one of the movies I thought i actually saw a girl Ninja Turtle but im not sure if she was a girl or not or maybe i was just imagining things

Yes there is her name is Venus DE Milo. But she was canceled after the Ninja turtles The Next Mutation.

no ive seen all the turtle movies, their never was a girl turtle. Now their was april oneil, the reporter. Now as far as the cartoons, maybe in a newer one there might be one but I havent seen those.
