Yes, probably if it was actually upgrading the firmware - since the firmware download routine is controlled by the firmware. The golden rule is don't reboot while upgrading firmware - as you've discovered it breaks things.
Essentially you've probably ended up with half an operating system on it, a sure recipe for disaster. Call BT back and tell them it is dead and ask, politely, for a replacement or a repair - they will need to replace the firmware.

At this point, the best you can hope for is that it supports TFTP and you can restore the firmware remotely. If you can't do this, your looking at a piece of hardware that may as well be a paperweight.

What does it say in the installation notes:
Do not turn off during an upgrade. It can render the router unuseable.

my guess? Yes! cos if you switched it off whist it was downloading firmware then it has nothing to run on. check the boot process for any errors.might help
