something my parents used to always say when we'd start on our "if ...." questions / situations as kids. they don't know the ending either...

This is to insist that you have to do things that are appropriate. You have to place people and things exactly where they should be.

"There'd be no need for tinkers" - tinkers being door-to-door salesmen of pots and pans, meaning things are a lot easier said than done, especially if you don't have the resources you need for your grand schemes.
