1. Unsupervisied parties? 18...then you an adult
2. home alone? 13/14
3. Baby-sitting? Depends on how mature you are...14 or 15?
4. Cell-phone? When you start going places without your parents, 12-14?
5. buying your kid a car? Never...they should buy it...but if I have to chose, I would say when they have their license and have shown that they are responsible drivers
6. going alone or with a friend to a place like a waterpark? 16
7. Dating? Depends on WHO you are dating...15
8. First kiss? 13?
9. sleeping over at a friends house for more than 1 day? Depends on whether or not the parents are home...14?

home alone? Depends

Cell-phone? High school if child pays
buying your kid a car? The kid can buy his own car with maybe a little help.

Unsupervised parties: not until after high school
Home alone: For an hour or two during the day, ten or eleven. For longer stretches and nights, twelve maybe (under the right circumstances). For overnights, at least late teens.
Babysitting: Children over two: Thirteen and no sleeping over; although I wouldn't have left my kids with anyone younger than a college student.
Cell Phone: Maybe middle-school if used just to call parents. Otherwise, highschool.
Buying Kid A Car: Whenever you think its right for your son or daughter, although I wouldn't give a sixteen-year-old a car because of their brain development.
Going alone or with a friend to park: No going alone - ever - if I had my way; with a friend and if they can get there without going in a car, maybe thirteen. Twelve if the park is really nearby.
Dating: Going steady but going nowhere and just talking on the phone, 12 or 13. Going to dances with one person and being transported by a parent 13. Going with a group of kids during the day, 13-15. Real dating, 16.
First kiss: Not the parents' business, not necessarily a big deal anyway
Sleeping over....: Depends on the circumstances, whether parents confirm that they'll be there and what the set-up is, etc. This has to be on a case-by-case basis no matter how old or young the kid is.
