have checked the inj. is ok the wires going to the inj. have voltage on them .one lights the test light up bright the other is showing low voltage

Do a compression test.
If #3 is not firing, it may have a burned valve.

How have you confirmed that the cylinder is not getting fuel? Are you certain it is not really a spark issue?
If it is not getting fuel, I would suspect it is a plugged injector. You said you tested the injector - if that was an electrical test and not a flow test, it may still be plugged. If you did flow test it, however, keep in mind that many of the EFI systems out there work by sending voltage to the injectors all the time, but grounding them only some of the time. In that case, check the wire that is getting low voltage - be sure it's not broken, particularly at the terminals.

It sounds like the voltage at the injector is present but I don't think it's firing. It sounds like a wiring problem, keep in mind that on that model, the injectors always have voltage to them, they fire when they are grounded at the ECM. If you install a test light across the terminals it should blink rapidly if the injector is working correctly. If the injector is working as designed, it's compression, whether values or rings. You said you had spark, confirm every aspect of your tests. But, before anyting, replace the plug.

put the 'safe' test lite across the inj. connector it should rapidly blink with the engine running.
check the inj. resistance, i forgot the specs for that it's been awhile.
If the light does blink i would think an injector, but how do you know it's a fuel problem ? Is there spark at no. 3 plug ?

If There is a vacuum port along the intake going to that cyl., check for a leak. This could cause confusion as to the problem, but it's probably an injector.

Retest the injector wire with a proper NOID light If the light blinks with the engine running It's not electrical if it doen't blink you have lost a driver in you ecm that controls the injector time to that cly.

Have you thrown this on a computer? You may want to go out and to Walmart or Amazon and spend the $100 on an OBD reader... if you do your own work it will be worth the expense, and will be a time saver in the long run.

the brain box..ecu... may be bad as far as that injector.
it seems electical and thats bad,
check ground straps.
relays.

only thing that comes to mind you havent mentioned is did you check the spark plug take it out see if it is wet ifso it is fouled out.
