Couldn't he/she pound the trailer very hard on all sides with a stick to make the birds fly. Then they could go over the scales without getting a ticket, right?

Hey, my dad was a truck driver, watch your mouth!
Actually, truck drivers who knew their load was overweight would take other routes.
But, if those birds are that heavy, man, I would sell them and make some big bucks. Then I wouldn't have to worry about getting a ticket.

How are you going to drive over the scale while banging on all sides of the trailer?
If the load is too heavy refuse to take it or risk getting the ticket and put out of service.

Yes. It happens all the time. It also works with pigs. Yes, they do fly. Pretty well kept secret, but true.
