Go to a good library: then do a little research to arrive at a topic. Either follow up then and there by getting the article or source from the library, or, do further research on web sites. Remain focussed: there is a lot of distraction in the world of books and on web sites!

Assuming that this is a class assignment for public speaking, I would make one primary recommendation. Pick a topic that you have some interest in and knowledge about. The worst thing is to be listening to someone reading a speech about something they picked because they thought the topic would be impressive. Their lack of knowledge and enthusiasm about the subject is always obvious and their delivery usually suffers and becomes down right dull.

Once you've selected the subject, the web is a place to start, but don't overlook your local library. A good reference librarian can be your best friend when researching material. They may not have all the answers, but they can show you where to get them.
