Actually, a slicker or smooth surface does increase fuel savings. The easier the air flows over the vehicle the less energy required to move through the air. This is why planes use smooth aluminum skins and don't use rivets. The skin panels are now held by glue.
Will it make a difference in your cars mileage? It won't be anything major but, the little fuel savings add to a lot of fuel savings. Keeping your car clean and waxed, tires at proper pressure, clean filters in engine and fuel lines and, proper turn ups will all add to several more miles per gallon.

Probably not to much keeping the body work in good condition does and a coat of wax slicks up the car in the air. Washing mud out from the fenders takes weight away. Clean air filter helps much more. Proper tire pressure 1 on 4 cars have a tire that is seriously underinflated.

I guess if your car was so covered in mud that the added weight and air drag would effect the mileage somewhat. A clean car at least looks better going down the highway.
