Read between the lines. Do you really think they care about catching Osama Bin Laden? If they did, they would have by now. Bush has a much different agenda, and that's what he's executed so far. He doesn't care about Bin Laden. He wanted to get Saddam, and try to endoctrinate the Middle East with his way of thinking, but he will never fully succeed.

He'll be caught as soon as the order is given. It's not like we don't know where he is. It's just not in our best interest to catch him now since as long as he is alive and giving orders we can stop and capture more terrorist who follow his lead. When he is captured or killed we will have to be on the lookout for a new leader which would require much more intelligence gathering and put us behind the terror plots even further.
