Excess skin removed from circumcision can cause this problem. As there is not enough skin, the actual one pulls, and the pubic are extends to the base of the penis.

I think it is normal. i have seen it. (not your mates!) lol but id tell him not to worry, and if he is self conscious about it just shave that bit of everyday and leave the rest as normal. its just hair thats gone far up! nothing to worry about chick! x

yes i have come accross this phenomenon before....he can shave or wax it. or tie it up in a bow.
