Fill it with water to dilute the fuel mixture to a safe point perhaps? Also I used to work at a auto dealership that had a welding shop next door and the old guy that worked there used to drain the tanks as best he could and then run a hose from a vehicles tail pipe to the tank in order to deplete the oxygen inside the tank to a the point where it would not explode. I wouldn,t try this myself or recomend it without further knowledge but that is what this old guy used to do and he never blew up LOL. Best bet though to be safe is probably have it professionally done for you.

Fill the completely dry tank with CO2 inert heavier than air gas. You then can weld with MAP gas torch or MIG TIG welder

The only way I know to do that is to fill the tank with water and keep it running into the tank so it is spilling over and not letting fumes form. Be careful not to shock yourself though.

We used to steam clean it.
having it filled with water will prevent you from doing the welding as the metal won't be able to heat up.
after you're done, make sure you rinse it out well and get all the water and any other contaminants out before putting gas in it.

pros weld gas tanks in a tank filled with heavy inert gas, argon I believe, safety is a major concern in this process. amateurs don't have the equipment to do this job safely.

typically they let the tank empty.
but there maybe pockets of gas left,
then they use pressurized air first in an open environment (outside)
Then they use CO2 or nitrogen to finally flush any gas that is left inside, but typically use CO2 as it is heavier than air, when cold.
Word of caution, get a pro to do it, you have a good chance or hurting yourself, as gas is extremely explosive.
