I have a well established lemon tree that is well drained that has had a great fruit set with normal looking lemons. The inside of the fruit this year is dry and pithy. What have I neglected? Scottsdale weather and additional water as needed.

Sounds like it could be a water issue. You might want to increase the water but in regrards to the next harvest. It is already too late the this batch of lemons. Feeding citrus is important too, A good fertilizer, like Arizonas Best for citrus is one to try. Feeding is done abour three times a year, February, May and August.
