I need someone willing to get my business plan to a sharp level where I can ask for the money from investors...someone who won't ask for thousands of dollars because I do not have the money, or not yet until investors put some....maybe become a partner instead? Or help me also raise capital?

Yes...I agree. SCORE is an excellent source of information for whatever you need. ALLL FREE. yOU MAY ALSO WANNA TRY WWW.SBA.GOV. They have free counseling and business plan services too.
