These people are so much into themselves that they just can't see the broad picture here! No one is really staring at them but because they are tripping in their minds, they think you are!
I don't believe that they can actually tell if you are or if you aren't staring. It's probably all the same to them anyways.
They just keep it simple and think everyone is staring at them! Makes it easier for them to flip out that way.

I thought that paranoid people, being overly suspicious always blame others of staring at them.
Any sensitive person could tell that someone is staring.
I would say that paranoid people cannot tell if someone is staring because they are blinded by their disorder.

Paranoid people tend to think everyone is staring at them, therefore yes they do know, but only because they suspect everyone is.
