Great content that makes people want to come back. If the content of a page really interests you, then you will read it no matter what it looks like.

That said, you have to make it visually appealing and easy to use.

DO Keep it consistent, and keep it clean. Have one key thing to do on any one page, and make it obvious.

DON'T put complicated backgrounds and animated graphics that distract your user from whatever he/she is trying to do.

DON'T make pages so large that they take more than a couple of seconds to download - including images, no page should be more than 50KB. If a page must be larger (it needs to have a big image) then put a warning message both on the link to the page, and in the Title tag for the page (as this loads before the rest of the page).

DO Think about how users will find you. Make it friendly to search engines (i.e. don't use flash, use good HTML, and know what the relevant keywords are for your site). Focus on one topic, and be really good in that area.

DO keep adding new content (about your chosen topic) all the time. If your site always stays the same, then people won't be interested in coming back again (and search engines won't like you). Think about how easy it is to add new content when you build the site.

In my opinion, a cool site is a modern, clean site. A site with all kinds of colorful ads and announcements and things like that just doesn't make me stay on there too much. Plus, a site where as soon as I got there, pop-ups start popping in my face is a site which I don't stay on unless it really contains something that interests me. Second of all, you need to put some things on your site that most people would be interested in. Also, don't combine too many things, concentrate on one theme (ex. if your site is mainly about dogs, maybe, you wouldn't want to put any videos or something of anything else). Most importantly of all, if it's nicely and cleanly done, it looks attractive, and that's one of the first things most people look at.

One really important characteristic is layout.
You need to have a readable layout that is easy for the eyes to follow. This means that colors should be appealing and complimenting. Images should be proportional to the section they are referring to.

you should find web sites of similar subject material and try to mimic what you like.
